Founded in 1991, The Romanian Federation of Municipalities (FMR) worked from the beginning as an association dedicated to local authorities, including 82 municipalities and the six sectors of Bucharest municipality.
The main objectives of FMR were:
· To promote a real decentralization of local public administration;
· To elaborate regulations and juridical documents and formulate amendments and completion of existing specific laws;
· To cooperate with various governmental and non-governmental institutions in the country and abroad.
In 1994, the Centre for Research, Consulting and Human Resources Training began its activity. It has become a foundation in 1997, changing denomination in the Consulting Centre for Public Administration. The Centre's activity was focused on:
· Providing consulting services in the field of public administration;
· Improvement of Romanian local public administration's efficiency in providing services;
· Development of the Federation of Municipalities as an efficient professional association and as a provider of services for its members;
· Ensuring the Technical Secretariat of the Romanian Federation of Municipalities.
According to the provisions of Ordinance no.26/2000 regarding associations and foundations, FMR became the Romanian Association of Municipalities (AMR), the name being adopted at the General Assembly in May 11th, 2001. According to the Statute, the aim of AMR consists in promoting and protecting the mutual interests of local public authorities, in order to solve and manage the public needs to the benefit of their local communities.
The main objectives of the Romanian Association of Municipalities are:
· The active participation to the improvement of the existing legislation, according to the Constitution of Romania and to the European Charta of Local Autonomy;
· Strengthening the position of AMR as a dialogue partner of the Romanian Government and Parliament, aiming to support the local authorities in its activities;
· Organizing its own activities in training and improving the expertise of local elected officials, public officials and other categories of personnel belonging to local government;
· Promoting forms of collaboration and mutual support among the members of the Association;
· Organizing specialists' bodies to analyze and offer solutions in solving the specific problems of the public administration and local communities;
· Encouraging participation of the civil society structures in solving the problems of the local public administration
· Unique representation of the local communities' common interests within the relations with the central public administration, non-governmental organizations and third parties;
· Organizing information and databases concerning the local public administration.
At present, AMR comprises 101 member municipalities, and the 6 sectors of Bucharest Municipality, thus ensuring a high degree of representation.
The leading bodies of the organization are:
· General Assembly;
· Steering Committee;
· Censors' Commission.
